hate the weather, love the shot. I see this scene all too often and I could be wrong but my guess is, not much image processing just truly bad weather and a slow exposure

"I didn't use any effect" . . hee hee . . having seen such conditions first-hand just recently, I know no effect was required ! This brings back dream/nightmare memories all too well. Great shot.

Doing a hard right there would not be a good way to go! Looking at the weather there, I think you would have to be careful of the slippery driving conditions. Playful bit of processing there ;-)
